The Department is currently using the national guidelines developed by DEAT.

Not yet developed, the Department is currently using the national application forms published by DEAT with minor adaptations to insert provincial logo and contact details.

The Department has established an Enforcement and Compliance Directorate in Head-Office. This Directorate deals with serious cases, while regional offices are still responsible for routine compliance inspections. Dedicated regional Enforcement & Compliance Officers will be appointed in 2008, in the meantime the regional offices as provided below can be contacted.

- How the Department deals with EIA applications received
Applications are equally assigned based on case load. The Province is not divided into regions, therefore applications received are divided between Case Officers. Case Officers are responsible to administer the application from acknowledgement to final Environmental Authorisation. The Department has an Environmental Management Committee (Committee) that sits every second week to recommend applications for approval. Case Officers prepare an application submission and PowerPoint presentation and presents the application to the Committee. The Committee will either recommend the application for approval or request additional information.

Not at this stage. The Department is currently in the process of developing a Provincial Biodiversity Plan.

There are three Directorates responsible for EIAs, Environmental Planning and Impact Management (EPIA), Waste Management and Air Quality
- How are EIA applications assigned within the Department
Applications are received by the Admin Unit where they are checked for completeness, documented, acknowledged and distributed to line functions. Each Director has a number of Deputies who assign applications to Case Officers. The arranegment of sectors depend on the Directors and range from work content to geographic area. Projects are assigned based on experience of the official and complexity of the projects.

Head office (Cedara, Pietermaritzburg) The General Manager (Chief Director): Operational Support Services is responsible for environmental management support to regional and district offices in KZN. The Directorate: Environmental Planning and Co-ordination Services Reports to this General Manager and provides EIA support to regional and District Offices.
Regional Offices for Environmental Support North and South (directorates) are at Hilton, Pietermaritzburg and Richards Bay and currently report to the General Managers (Chief Directors) of the North and South Regions respectively.
Eleven District Offices with a Deputy Manager in charge and reports to the Managers: North and South. There are five districts in the North and six in the South and applications for Environmental Authorisation are managed by an Assistant Manager at each District Office.
- How are EIA Applications assigned within the Department
Applications for Environmental Authorisation are registered at the appropriate Regional Office for environmental services (North or South region), then forwarded directly to the District Offices in which the activity is proposed. Assistant Managers for impact assessment assign these applications to Environmental Officers who review them and draft decisions. These draft decisions are then forwarded to the appropriate Regional Manager for Environmental Services for signature.p>

A KZN Biodiversity Conservation Framework has been developed by Ezemvelo KZN Wildlife, indicating conservation value and importance of a specific area within the Province. In order to obtain a copy of the Framework, please send them an email requesting the Biodiversity Conservation Framework.

- How are EIA applications assigned within the Department
DTEC has regional officers (Municipal Districts), the regional officers are responsible for all applications within their region, e.g. Reaobaka Molusi (Kgalagadi District) is handling all applications for the Ga-Segonyana and Gamagara local municipalities, which are both within the Kgalagadi District Municpality. The regions are:
- Frances Baard;
- Pixley Ka Seme;
- Siyanda;
- Namaqua; and
- Kgalagadi.
However, if one region is experiencing a high case load, if necessary, Applications will be assigned to another region with a lower case load.
- Provincial Conservation or Biodiversity plan
The Province does not currently have a conservation plan, but intend to develop during 2007.

The assignment of applications is mainly based on the capacity of the individual Officers within a Sub-region, but although allocations to a specific Officer is based on the current case load of the Officer, background knowledge of specific cases, knowledge of specific activities or areas, past or present evaluation of related cases and personal fields of expertise are also taken into account.

This Department does not have a Conservation or Biodiversity plan, but all Officers have access to the fine scale planning in terms of projects such as C.A.P.E, SKEP and STEP.
